Bosnia and Herzegovina formally became a full member of the Joint Aviation Authorities (JAA)

At the session of the Commission and Board of the Joint Aviation Authorities (JAA) that was held in Paris on 3rd December, Bosnia and Herzegovina formally became a full member of this international institution – which provides for its complete integration into European civil aviation developments.

Director General of the Directorate of Civil Aviation of Bosnia and Herzegovina, Mr Djordje Ratkovica underlined the importance of the full membership of Bosnia and Herzegovina, as it is apparent that Bosnia and Herzegovina complied with all requirements contained in the Cyprus Arrangements, which it had signed in 2005.

“By including Bosnia and Herzegovina into full membership of the JAA, you enabled its integration into one of the most important civil aviation institutions of the present time. You have recognised the enormous progress that Bosnia and Herzegovina has made in the civil aviation area in last three years, especially in the area of air traffic safety” – said Mr Ratkovica while thanking the members of the JAA Commission and Board for unanimous support received when the Report of the Fact Finding Team was decided on.

a short ceremony was organized at the International Airport "Sarajevo" d.o.o. on the occasion of awarding to this airport  CERTIFICATE OF AERODROME FOR PUBLIC USE.Mister Djorđe RATKOVICA, Director General of the BiH Directorate of Civil Aviation (BHDCA), accompanied by the BHDCA Deputy Director General Mr. Dželal HASEČIĆ and their assistants handed over the Certificate to Mr. Bakir KARAHASANOVIĆ, Director General of JP International Airport "Sarajevo" d.o.o.
On the occasion of the awarding the Certificate it was stressed that this was the first airport in BiH, and in the narrower region of the South-East Europe, which was awarded a Certificate of Aerodrome for Public Use in accordance with the latest standards and recommendations of the International Civil Aviation Organization (ICAO).
The issuance of this Certificate, recorded under registration number T-9-A-001,   proves technical and staffing capability of the International Airport "Sarajevo" to comply with all requirements of the international legislation in the area of civil aviation.

BiH Minister of Finance and Treasury, Mrs. Ljerka Marić, BiH Minister of Communication and Transport  PhD. Branko Dokić and Director of the European Bank for Reconstruction and Development (EBRD) for the Western Balkans, Mr. Claudio Viezzoli, today signed Contract on Loan and Project Contract between Bosnia and Herzegovina and  EBRD for the BiH  Air Traffic Management Project. The approved loan in the amount of €12 million will be used for procurement and installation of navigation, communication and meteorological equipment required for the system for provision of air navigation services in Bosnia and Herzegovina – BiH ATM System.
«By realization of this loan, BiH will finally become capable of completely independent control of its own airspace. Just as reminder - it should be noted that Bonsai and Herzegovina currently allocates 75 % of funds paid by air-carries for over-flights over our territory to Belgrade and Zagreb. ‘Economic justification for this loan is best illustrated by the fact that currently Bosnia and Herzegovina pays to others for air traffic control, for every year and a half, the amount that is higher than the total amount of the loan’ – specified BiH Minister of Communication and Transport PhD. Branko Dokić.  
According to the schedule, the ATM system should become fully operational in 2009. The debt will be serviced by the BiH Air Navigation Service Provider - ''BHANSP'' (which will be established within the implementation of this Project) from the funds that will be realized for the provision of area air traffic control in BiH. ''BHANSP'' will unify the management and operations of all new air traffic control services in BiH and those of current operational approach and tower control entireties at airports within the Entities’ Directorates. 
The implementation of the Project of Establishment of the Bosnia and Herzegovina ATM System, which the BiH Directorate of Civil Aviation is tasked with, has already started by establishment of appropriate expert teams and, in cooperation with experts of EUROCONTROL (European Organization for Safety of Air Navigation), development of operational requirements and technical specifications for individual components of the System.
The Strategy for Development of BiH Air Traffic Management System, which the BiH Council of Ministers adopted in October 2005, defined that the BiH ATM System will be a single system for provision of area air traffic control services, which will consist of two operational units, one of them located in Sarajevo and the other in Banja Luka. Other aeronautical services (simulator for training of air traffic controllers, Flight Information Service, BiH Aeronautical Meteorological Service, BiH Search and Rescue Service, Aeronautical Information Service, communication equipment, radar...) will be linked into unified system and deployed at different locations (Sarajevo, Banja Luka, Mostar...).

BH CIVIL AVIATION IN BRIEF (article from ECAC News – Winter 2005/2006)

MEMBERSHIP IN JAA : The JAA Board approved, at its meeting on 6 December 2005, the candidate membership of Bosnia and Herzegovina as of 1 January 2006.

Following the signature of the Cyprus Arrangements and the JAA membership Protocol, Mr R Djordje, Director General of Civil Aviation, thanked the JAAB members and informed that Bosnia and Herzegovina were very pleased to have become a candidate member of the JAA and were looking forward to a successful co-operation within JAA.

The Chairman of the JAA Board, Mr Thorgeir Pálsson, welcomed Bosnia and Herzegovina as candidate member and wished them every success in the process for full membership.

With the addition of Bosnia and Herzegovina, the JAA now has 40 members, of which 33 are full members and 7 are candidate members.
