CONSTRUCTION OF BH ATM SYSTEM
Global objective Take over of management and provision of air traffic services in FIR Sarajevo by the BiH institutions. Specific objective: Creation of unified ATM system and take over of management and control over air traffic in Bosnia and Herzegovina and compliance with international obligations in the area of air traffic; Provide for BiH participation on equal terms in the process of further integration into European and regional ATM systems (CEATS, FABs and others). Project entity and its role:
Project entity and its role have been defined by the conclusions adopted at the session of the BiH Council of Ministers. BiH ATM Strategy specifies that: - Through creation of ‘‘BiH ATM system'', launching of its operations and establishment of BiH Air Navigation Service Provider ''BHANSP'', the provision of Article III. paragraph 1, Section (j) of the BiH Constitution would be observed as it prescribes that air traffic control is within the jurisdiction of BiH institutions.
- In accordance with responsibilities defined in the Aviation Law of BiH, Bosnia and Herzegovina Directorate of Civil Aviation ‘‘BHDCA’’ is the implementing agency for the project of creation and establishment of ‘‘BiH ATM System''.
- ’’BHDCA’’ will be the debtor for the ’’EBRD’’ loan while the BiH Council of Ministers will, pursuant to legislation, provide appropriate guarantees for payment of the debt to the ‘EBRD’ bank and pass appropriate decisions with the objective to exempt the project implementing agency from the obligation to pay customs duties and taxes for the equipment that will be acquired for the BiH ATM system.
- ’’BHDCA’’ will form a special Project team for creation and establishment of the ’’BiH ATM System’’.
- ‘‘BHDCA’’ Project Team will work in cooperation with ’‘Eurocontrol'’ Team, which this organization has formed as a support body to the ‘‘BHDCA’’ Project Team.
- With the objective of better quality and more efficient implementation of this project, entities’ directorates of civil aviation ‘‘FEDCAD’’ and ''RSCAD'', as well as their representatives that will be engaged in individual ‘‘BHDCA’’ working bodies, will have an active role and obligation to adjust their work activities to implementation of the ''BiH ATM Strategy''.

Topology Of The System And Implementation Areas - Unified, single ATM system with dislocated functions consisting of operational centre in Sarajevo (ATCU I) with belonging technical equipment for provision of air traffic control in the upper airspace and centre in Banja Luka (ATCU II) with belonging technical equipment for provision of air traffic control in the lower airspace,
- Centre in Mostar for provision of AIS and ATC simulator, air traffic control in TWR and APP,
- Centre in Tuzla for TWR and APP,
- Specific locations for installation of the necessary communication and navigation equipment (Bukovik, KOzara, Jahorina, Plejin Vrh)
- Existing locations that already accommodate navigation and other communication equipment (Derventa, LaktaĊĦi, Tuzla, Mostar, Gacko, Bukovik, Banja Luka, Sarajevo),
- Use of other available communication, power and other resources linked to this area in the territory of whole BiH (HT, BH Telecom and Telekom Srpske).
Project Implementation Areas:
In order to meet the requirements, the modernization will encompass the following areas: - Acquisition of equipment and modern data processing systems
- Modernization and upgrading of the existing infrastructure facilities and installations
- Modernization and upgrading of the existing radio-navigation, radar and other systems and their interface
- Reorganization of airspace and air routes in FIR Sarajevo
- Education, training and recruiting of staff
- Reduction of service provision costs through reduction of number service providers in BiH and therefore increase of efficiency
- Improvement of air traffic service procedures, enhancement in use of airspace and improvement of civil/military cooperation
- Transformation of the institutions and responsibilities of the Regulator (BHDCA) and establishment of single Air Navigation Service Provider (ANSP) at the BiH level
- Reconstruction of facilities and necessary infrastructure.
