Implementation of BH ATM Strategy

BH ATM Strategy, as a basis for civil aviation development in Bosnia and Herzegovina, was adopted by the BH Council of Ministers on October 6, 2005. Developed in close cooperation between BH and EUROCONTROL experts, it defines long-term solutions for organization and establishment of a single BH Air Traffic Management System.

In the sector of Air Traffic Management (ATM), the implementation of ATM strategy, would complete the separation of the ATM regulator and service provider. In that sense procedures for establishment of BH Air Navigation Services Provider - ''BHANSP' - would be launched. It will unify management and operations of all new air traffic services in BH and existing operational entireties of the aerodrome and approach control in the directorates of BH entities. In that case the BH DCA will have surveillance and regulatory function in the air traffic control, as well as the functions related to aviation security and safety.

MEMBERSHIP IN JAA

The JAA Board approved, at its meeting on 6 October 2005, the candidate membership of Bosnia and Herzegovina as of 1 January 2006.

BHDCA goal for 2006/2007 is a full membership in JAA. In order to achieve it BHDCA started preparations for JAA Fact finding visit to BH. A "fact finding-visit" (FFV) to the Authority's headquarters and possible regional office by a JAAC fact finding team is aimed to identify the process and time scale involved with bringing the various JARs in force in the candidate country and check the methods and resources to supervise and enforce such legislation.

ECAA

Representatives of the EC and of the Republic of Albania, Bosnia and Herzegovina, the Republic of Bulgaria, the Republic of Croatia, the Republic of Macedonia, the Republic of Iceland, the Kingdom of Norway, Romania, Serbia and Montenegro and the UNMIC in Kosovo met in Brussels on 19-20 December 2005 to continue negotiations on an Agreement on a European Common Aviation Area ECAA. All delegations expressed their strong commitment to making further progress prior to the entry into force of the ECAA Agreement in the alignment with the Community aviation legislation, notably with regard to the areas of aviation safety, aviation security, competition, state aid and developing administrative capacities. The text of ECAA Agreement was initialled by the delegations from Bosnia and Herzegovina, the Republic of Albania, Romania, the Republic of Croatia, the Republic of Iceland, the European Community. The formal signing ceremony, scheduled for mid May 2006 will be organized by the Austrian government.
